what sort of resistances are we talking about? Low (100 ohm or less) ? Or high resistance (1K or more)

What kind of meter are you using?

Really when studying the wiring it is not the normal arrangement. There's several wires with outer shielding. It must have been some special purpose or slow scan camera. Normally there is 6 unshielded wires going into the yoke.
2 for vertical deflection
2 for horizontal deflection
2 for focus.

Here is the yoke schematic for the Conar 500 which is pretty common.
Have you checked any of these wire with the Target wire?
