Is there two knobs on the tuner shaft? An outer and inner knob? If so, the tuning cap has a vernier drive on it.
Usually, if there's no reduction of turns, by using the center knob, it means that the grease is all gummed up and preventing the drive from working properly.

Are you referring to setting the motorized preset station pushbuttons?

The outer shaft and knob are there ,and connected to the capacitor. The inner knob(fine tuning) is missing andso is the shaft and whatever parts it goes to inside the outer shaft. What parts are missing?

Someone probably tried to free up the gummed up works and lost the parts.
I don't remember the way it went together.
One of RCA's more desirable sets.

That's kind of a difficult question to answer. That inner "fine tuning" control is attached to several gears. If it weren't such a bear to remove and take apart, I'd shoot you a few picures of the gearing in my set, but ...it's in a very confined and closed in area and it would be very difficult to take a picture and properly show what you'd need to see.

I think your best bet might be to locate a parts chassis and carefully remove the whole tuning gear assembly.

Wish I could be of more help...........Bob

Yeah, an RCA 811 is right up there as a VERY desirable set...
